Punjabi means - People of the state punjab
Muslim meams - People of religion Islam or Muslim.
A Punjabi can always be a Muslim too.

And also please do not try to reintroduce communal or racist thinking in India.

Punjabi is a Culture which reflects the community, common person like his/her lifestyle , location, etc ---- in summary the actuals of human being.

Where as muslims, others, etc are just sects / panth / etc which are made few politically motivated people(my personal opinion only) to manages masses based on there own personal motive.
