I guess your question should have been "should we include Gurgaon in the state of Delhi?" caz Gurgaon is now known as the NCR... a part of Delhi, why include the whole of Haryana when Haryana is doing good by itself!

Hariyana is very good state, Don't indulge it in central govt. politics. Let it be as it is. It's good for it's prosperity. Because, Hariyana right now also one of the well developed state of india like, punjab, gujarat, Kerala, Mahrastra, W.bengal etc.

delhi is union territory and it should remain that way.
firstly it has its own government and thats y the infrastructure in delhi is far superior than in hayana.
secondly,all the political leaders and world representatives live in delhi which require its own police force.
thirdly if u check the capital cities of most of the developed countries u'll see that they have been declared as a state of their own or a city under no state rule.check US,australia etc.
thats how the things are done.
about haryana.y not make gurgaon capital of haryana that will solve it.
but then haryana and punjab will fight over who will get chandigarh as it falls both in punjab and haryana.
