The answer to Bangalore City Road Traffic Problem is
1. Reduce the number of autos , currently greater than 1.5 lakh autos as per auto driver reps themselves. This Nonsense of Autos not going where passengers want to go should STOP Immediately.
2. Introduce higher number of quality buses for BMTC so that more people start travel using public transport. Those who don't want to won't. A lot of people who travel long distances will definitely switch over eg: Volvo Bus response is amazing.
3. People possessing own vehicles should ensure they have parking space (NO parking on roads 3 cars + 1 In garage). They should be penalized monthly for a considerable amount, a la Singapore.
4. Traffic Rule offenders should be punished vigorously like Higher Amount in Fines, Suspension of License for repeat offenders after adequate proof. There should be Networking of ALL the RTO's so that Information exchange is better managed.
5. Roads should be built & maintained as per International Standards so that we can travel comfortably.
6. Metro should be a part of Integrated Traffic Solution so that the public uses More Public Transport rather than Private Transport.
Once the above is done we can hope to reduce the insanity on the roads else Bangalore will get the dubious distinction of Accident City , Most Polluted City , Most Disorganised City, which is something we should avoid by all means.

Certainly an MOT test for all road vehicles would lessen the traffic in Bangalore and elswhere in India

RTO's - Regulate new vehicles regn.
Avoid/stop vehicle parking on roads both during day/night. Double parking by influence people to be stopped at once.
Clear footpath encroachers. Clear way side buntings/hoardings/wel wishing banners obstructing traffic flow.
Road diggng/closing should be done on war footing. Public agencies should co-ordinate together.
Scientific vehicle parking should be devised. BMTC can run loop services from parking lots to the city connecting/shopping/commercial areas.
Fly-over's shift the problem to the next possible bottle neck, wasteful resources.
Lot of other things can also be listed. But what is the ultimate use, unless our own Bangalorean's doesn,t realise their citizen's charter.
