For up to 12 hours and when on transit, you can get a dormitory located between the international and domestic terminals. Contact Airport manager on arrival. You can simply walk down from terminal to terminal in Chennai in just few minutes.

if its for few hours then i'd advise spending time in airport lounge itself; as most of the budget hotels are in the proximity of 10 - 12 kms away from airport; there are some first class hotels, near the airport, thou;
both international and domestic terminals are close by and you're lucky that way, as you dont have to travel while switching over to domestic terminal.

mount manor is 10min from the airport,u can take an auto. auto charge will be 50 +/- 10.its cheap
there is a luggage deposit counter atthe dorm but u will have to pay for it.
international and domestic r next to each other u can walk it up

Hotel : Deccan Plaza , Royapettah.(12 Km from Airport) Nearby Airport all are mostly 5 start hotels within reach of 4 to 8 km.

There is no hotel in India where you can stay on the basis of hours , you will need to pay minimum a night's fare (Rs 2200 onwards / night , for a 3 star hotel in Chennai).

Both Domestic and International Aiport are next to each other (walking distance) not like Delhi or Mumbai (which are ofcourse too far)

I am afraid that you can keep your luguagge at Airport as we can in Railway stations.
