yes you are right that the transport is availble to the Shrine for old, disabled persons. BUT it is available from the alternate route which gets diverted near Adh Kunwaari AND you have to get them booked in Katra before starting the ascend.
Do remember that the new alternate route doesnt take you to Adh Kunwaari OR Haathi Matha so you will get diverted before these temples and reach the holy Shrine directly.

no this is wrong you travel by palki and there is also helecopter sevice by deccan aviation the cost is rs4000 for two way travels and you caan also take ponyies the cost is 500 rs one way

No There are no scooters as such. You can go by palki or you can take helicopter flight up to Saanjhi chat. from there you have to walk. It is straight road from there (less tiring)

you want to go for a pilgrimage or a picnic? if you dont have any physical problems the best way is to travel walk. it will give give a holy feeling though tiredness may override that feeling sometimes. but then god loves self reliance persons. so go for it my friend. pilgrimages, as far as possible, should be completed with devotion.

Yup they do have scooters but it's not scooter it like auto rikxa !! but they also helicopter and houses !!! that is wonderful plece !!!
