Yes you definitely can if you have been staying in Bangalore for the past two years and have a residence proof (eg lease documents, bank statements) to show that.

If you want to avoid hurdles and make sure you are following all right procedures as well as standing in long queues - you can apply through an agent. this might cost you a couple of hundred rupees more but its money well spent!

I do not think you will be allowed to submit a passport application if you are not a resident of Bangalore.

You need proof of stay for good few years before you can be called a resident of bangalore.

Check the regional passport office websites for details

Bangalore: http://rpobangalore.gov.in/

and Bhubneswar - rpo.bbwr@mea.gov.in (source : http://passport.gov.in/cpv/RPOALL.htm)

You an provided you are staying in Bangalore for at least 2 years

You have to approach the Passport Office together proof of residence like Telephone bill(in your name) along with other documents as required by them.

If you approach Passport Office, they will guide you.

GANESH B
Theoretically yes, but you will have more hurdles to cross and it will take longer time.Meant for people with patience and ability to influence the officers.
If at place of residence, you will have less hurdles to cross.
Good Luck!

You should apply for a passport from the place where you stay.
You can apply it from bhubneswer itself. Why are you thinking of applying it from Bangalore?
