India is a vast country.The weather conditions vary from place to place.So it depends on where you are planning to go.
The best time to visit
Hills in north:
Apr-Sep.
In winter it can get very cold(below freezing)
From april to september the temperature ranges between 10 and 30 degrees celcius.
Northern plains and west:
Feb-mar & sep-nov:
In peak winter(dec-jan) the temp can fall to 0 deg cel.
In peak summer(apr-jul) the temp can rise to 48 deg cel.
East and south (excluding chennai and surroundings):
Dec-Mar:
June to september is heavy rainy season.
The winter is milder with temperatures ranging between 10 and 32 deg c.
Chennai and surroundings:
Dec-Mar & Aug-sep.
The main rainy season in chennai is oct-nov when it rains very heavily and not the jun-sep period.Depressions form near this coast in apr,may,oct,nov.
Apr and may are hot as in the rest of the country.
Jun-jul is hot because of the lack of cloud formation but not as hot as apr and may.
Winter (dec-mar) is milder with temperatures ranging between 17 deg c and 33 deg c).

South india november to feb. North India feb to first week april. However if you visit India between sept and nov it might be hot for you but you will get to experience a lot of indian festivals.
