i dont remember a hotel in this budget; however you will not require an AC, as it'll be nice without an AC. you may have a look at list of hotels from this site.

2. Your budget Rs. 3500 /day is good to get a nice comfortable accomodation perhaps a room in a cofee estate.

Do not waste your money on air conditioned room. The weather is very cold in Coorg for this month and the temperatures are going to fall further. Mercara(Madikeri) is usually 13 - 15 Degrees in the night.

You have got a very good budget. Most of the hotels in Madikeri city of coorg are priced from 1000 - 2000 Rs/- a night for a double bedroom.Hotel Coorg International seems to fit your budget. But there are many other choices like Hotel Rajdarshan( Near Raja's Seat) and Hotel Hilltown in Madikeri. You can also give some upmarket homestays a try.
