Good you are asking that question. Even in Kerala and Goa a two piece bikini crosses the line. You may get away with it, but you will offend people and some will see you as a sex object and treat you that way. Maximum I can recommend is a one piece swim suit but make sure you jump into clothes the moment you leave the sea shore.
Indian women always wear their full sari, with the sole exception of the most progressive folk from the metros which might dare to come in a one piece swim suit. Even those girls would never wear a two piece bikini. Outside the metros, already Indian women wearing trousers are frowned upon.
Note that boy/girl holding hands or even kissing in public is a no-no, almost as good as sex in public in western countries. Then again you will see plenty of guys holding hands, even in romantic fashion, which does not mean they are gay - it usually just means friendship.

Depends on where you're going. I'm assuming Goa or Kerala, because that's where the good beaches are; you can wear whatever you want (including bikinis). You'll be ogled though.
Everywhere else, 1-piece swimsuits are the accepted. Indian women aren't fond of swimsuits and even swim in their traditional dresses.
Make sure you keep a wraparound in your backpack though.

Goa is OK for 2 piece bikin while you are on beach with foreign tourists, but on other places, make sure you wear 1 piece bikini which covers your butts.

KERELA or GOA anything goes but not out of these states, it will be frowned upon. its ok for the men, but i have seen indian woman bathing in the sea in their sari's. this is how daring indian woman get. but the young girls, might wear a full costume. depending on which state they come from. mumbai girls are very brazen as are bangalore girls. East meets west
