it happens in this festival called "Rakshabandhan"
The festival is marked by the tying of a rakhi (holy thread) by the sister on the wrist of her brother. The brother in return offers a gift to his sister and vows to look after her.

you have been hearing a lot about it cuz it just happened a couple of days ago

yup, its basically what everybody said. It passed just last week. You tie a rakhi (thread) around your brother's wrist and he gives you a present. I got a $100 from my brother!! I absolutely love this holiday. Amazingly his rakhi still has not broken off.

during a holiday called "rakshabandhan" brothers and sister (also cousins, etc.) tie a bracelet onto eachothers wrists called a rakhi.
