If they are adults who look fit and fine, ask them aggresively if they are willing to work for you if you offer them a job....they usually go away since they prefer to beg and earn money....you could use the statement " come home with me, I'll get you a job" They hate to hear that! :)

If they are adults who are physically unfit and are begging and you feel sorry for them....do not give them money since that money goes to someother people who bully them....give them food...for eg: Some of us carry 5-6 small biscuit packets in the car which usually costs maybe Rs 2.

If there are children on the street who are forcing you to buy things (like earbuds or something small)....buy it....atleast they are working!
Buying something from them will make their day and it will motivate them to work one more day.

Well, if you are in Railway compartment or something like that, its better if you don't entertain them. But if you are somewhere on the road you could use your discretion. Maintain safe distance from(many thieves don the garb of beggars) them. To be practical enough, you better ignore them. Mocking at their forced meagre existence is not approriate reaction from us fortunate and educated ones. However, for obvious reasons you cant expect them to be responsible, self-respecting, hardworking and honest. After all its in schools that this is taught. But may be you could say that, if they are seriously interested, you could help them earn a job like that of a sweeper, peon etc, provide them food, help them stand on their own feet . Mostly after saying that, they would prefer to leave and not pester you again. In rare cases, you would see them feel interested(remember its rare though not impossible) In any case you wont feel the burden of not having done anything about it.

Well, you can start by ignoring them completely and if they get too persistent give them a stern look. If you must give them something, let it not be more than 1 to 2 rupees only.

A couple of workable solutions. Pretend someone near you was with you and direct the beggar/urchin toward him/her.

Secondly, I once asked a beggar, hey look! you can go and beg for alms and people are ready to help you. What can I do? Even I need some dough but I can't even beg - so I am worse off. ;-)

Both the times, I could fend them off :-)))

Tell them u have just seen a pound in the road over there, they will run for it and you can get away quick. Tried and tested.

parents will take it for alcohol - u can't help everyone but some
food a bottle of fresh water and a bit of kindness go a long way.

fast asleep on beaches especailly goa - they are not their kids - they are always girls and they are drugged. if they die they get
another child - that is a con.
and be thankful for what you have got. but remember they are human and unless they are rude be nice but firm

Just say no and walk away. They will persist but don't pay any attention to them and keep walking away.

If you are in a car, roll your windows up (preferably before they get near to your car or as soon as you can).

I would give them food if I had it but I would rather give money to homeless animals (SPCA, local no kill shelters). Of course I hate to see anyone suffer like that but if someone is out collecting a couple dollars in change everyday from 9-5, why don't they just get a regular job?
