I'd say railways.They are pretty safe.If you choose cars,please make sure that you have a proper driver.

I live both in Boston and in New Delhi and have travelled all over india. Unless you are travelling to places like kashmir, assam, or orrissa, travelling in india, even by road is very, very safe. One thing that you might want to be a little cautious about is booking a driver for a road trip. Booking through a hotel or your travel agent is the best thing that u can do. While travelling through the country just remember that on road trips its hard to find a bathroom or sometimes drinkable water.

I went to India last year and we got our travel agent to book us transfers to and from the airport. We got a bus (from the same company) to take us to Agra but that took 3 hours and it was a little faster to get the train so we got the train back, and that was safe enough, however, we got the same company to drop us off at the station and get our tickets for us. Then we had that company pick us up in Delhi to bring us to the hotel.

Maybe your travel agent can find reputable transportation for you.

By car because atleast you don't have to wait for bus or train in line because they're usually late so by car its really easy, you don't have to wait just go where ever you want to go at any time, anywhere
