The difference is Half an hour only. India is fast by Half an hour. Simply add 30 min to ISt to get corresponding PST.
At 0930 Hrs PST , It will be 1000 Hrs IST.

The time difference ibetween PST and Delhi is 12.30 hrs. So if PST is 9.30 a.m. Indian time is 10 p.m. of the same day.
