Jhoomri Talaiya is the Indian equivalent of "Timbuktoo". Both are real places, but extensively used as a language flourish to signify a "nowhere" land.
(BTW, Timbuktoo is in Mali, West Africa, and I have been there. I haven't been to Jhumri... yet).

The geographical location is "chota nagpur plateau", in the state which is now jharkhand. This town was famous for Mica mining and many requests for song in "vividh bharti".
