I think, Lucknow is much more famous for "Tanga" than either of these cities. However, if one has to choose from these two only then Kolkata is certainly a better option.

In Delhi you will find no Tanga.
I have seen Tanga, but only a few of them in some of the areas in Kolkata, but it was almost 10 years ago. These days I doubt there are any.
