Defintely Mumbai... this is a city where women can work, live and manage on their own. Its relatively safer in comparision to Delhi to travel alone even at night. There are 24*7 cabs available. Try taking a cab in Delhi post 7pm and chances are very high that the driver is drunk. Eve teasing is lesser in Mumbai. The people of Mumbai are more chilled and cultural biases are minimal (or at least as minimal as they can get in a culturally inclined country like India). The night spots have more variety and dress style less constrictive.
