Frankly, the question is way too subjective. Obviously everyone will answer there own favorite cities. You need to ask what is the city you are looking for, what is your definition of best.
As far as India goes, no city is perfect, and each has its own pros and cons. SO there is no BEST city. But there are many great cities, great for different reasons!

Mumbai- Inspite of blasts and disturbances based on religious fueds-the city remains high in all aspects business, friendliness ,the world's best restaurants with the Udupi people ,wonderful Maratha people whose ancestors started the first independence struggle,the work force of great tamils,
the best business minded parsi people,
pioineers of all kinds industries with Gujarathi's advanced minds , new technology etc makes the place a perfect blend of India.
There are ofcourse other good cities but the temperament and courage these people have makes them different.The city will stand as the Pride of India for ever!

Chennai is the best city because city bus service is good., roads are in good condition metro train service is available, lots of hotels and entertainment places are there.Many hospitals many colleges and many schools are there.

I think all the cities in Kerala is best.May be climate will be a bit oppressive,but the most charming aspect of travelling in Kerala roads,is the Hartal religiously followed by the people there almost every week.And you have the entire place to yourselves.No traffic, No crowd.Frankly speaking,I think it is their favorite pastime.Because everyone willingly participate.And if you can put in a little bit walking you can see all there is to see in one day.But dont get hold up in Railway stations or airports on such days.Pure hell I tell you.But on one such day I got to hike a ride in a police Jeep. Ha Ha very uncomfortable of course but still made my day.

Go to jaipur - the pink city of the world where you can enjoy local custom, kathputli dances, historical places, water park, good food, nice stay, nice people, Take a look of choki dhani in jaipur for all traditional activities .

other cities are udaipur, Mount abu, Ajmer, Bharatpur.
