Both places are best for Honeymoon. Shimla is situated in Himachal Pradesh and is the capital city while Nainital is in Uttrakhand but I would like to prefer Shimla. You can find more info about these two places by

from Shimla you can go Chail,Kufri etc.

Both place have a different values them self and both are really intresting places. I preffer Shemla.

Both are the best suited for honeymoon. Shimla is crowded & Nainital is not over crowded, so the choice would be Nainital.
