Shimla is no longer a great place to go. It has become extremely commercial. Moreover, you will be going at a time when its vacation time for all the schools!
Manali & Rohtang is a decent option. Manali is almost the same as any other hill station. Then only benefit it has is that you can go to Rohtang - where you might be able to see snow. If you decide to go there do stay in the cottages offered by HPTDC.
Mussorie is another good hill station. What makes it better is that you can include a 2 day Haridwar/Rishikesh trip on you way to/from Mussorie. |

Kullu, Manali, Nainital, Shimla are all very commercialised nowadays. So they are pretty crowded. So Bhutan is best option. Even Andamans is also good option.
