I would think Goa. It is a very touristy area because of their beaches. There is a lot of nighlife and raves there. It is also a very liberal city.

There are many modern places. Technically most modern is Bangalore and Hyderabad.
Mumbai is most liberated place. It offers least restriction, at least socially, for so called modern life !! But Mumbai does not have enough time to prepare itself to become most modern city. Where every people spends 4 to 8 hours everyday to go to place of work from home and coming back, how it is possible to look for development !!
Otherwise in India everywhere it has restriction for night life.

No doubt it is Mumbai. There are lots of people whom i know in my location fix up dating appointments and go from here for a weeks time to Mumbai. There is no restriction at all. Prefer places like Coloba or Juhu. English is known to almost everyone and hence language is not a barrier here. Enjoy!!
