Mumbai and Delhi cities get the maximum number of tourists, though could be because of compulsions - as channel cities, then spread to other destinations like Taj Mahal ....... Since Agra (where Taj Mahal is located) has limited access of its own, people are forced to route themselves via Delhi and this way Delhi and its places also get those tourists aiming even for Taj Mahal.

it was in 1990 when Kashmir is the top tourist destination, then the rajasthan start to attract the tourist form all over world, because of terrorism people move rajsthan from kashmir. after 1995 Goa become primary attraction because of sea beaches.
after 2000kerala start to attract tourist on the basis of aurvedic therapy
we can say that there is fight between kerala and rajasthan to attract tourist from all over world |

Goa, Agra, these are probably the "top" places. I reccomend Varanasi or in the remote province of Sikkim. |

It depends on what type of traveller you are --- want crowd, solitude, nature, etc. I have travelled to many places in India and found Kerala is the best. This is the only place where you may be tempted to come back again, though it is one of the costilest circuit. |

The most famous monument is undoubtedly the Taj.
India is so huge and so diverse that there cannot be a topmost destination per se.
If you like the beaches its Goa.
Most famous temple destination is Tirupati followed closely by Shirdi.
Jaipur is a hot favourite for its forts and historical background.
Periyar is one of the most visited wildlife sanctuaries.
For adventure sports you would have to head for Himachal Pradesh/ Uttaranchal.
For an Ayurveda spa holiday the place to head for is Kerala.
So you have to be a little more specific.

If you are planning to go to cold places there is Manali, shimla, musoorie which are beautiful hill stations in the northern part of india.Ladakh in the northwest is a must see and rajasthan is there too.theres kashmir too which is breathtaking but it would'nt i woudnt advise you to because of militancy.for warmer places with beautiful beaches you could visit kerala,goa and pondicherry which are in the southern part.for a historical tour ,delhi is a good place and the taj mahal isn'nt too far from the city.if you visit the taj mahal in agra, do visit the fatehpur sikri too.darjeeling, sikkim, arunachal pradesh,meghalaya and nagaland in the northeastern region are beautiful places for visit too. |

Shah Jahan, who commissioned the monument, was a prolific patron with effectively limitless resources. He had previously created the gardens and palaces of Shalimar in honor of his wife, Mumtaz. After her death in childbirth (she had already borne him fourteen children) Shah Jahan was reportedly inconsolable, and soon after he began construction of the Taj Mahal. His lavish aesthetic and romantic nature is apparent in every aspect of the Taj Mahal. Visiting Agra in 1663, the French traveller François Bernier gave the following description of the Taj Mahal and Shah Jahan's motive for building it:
"I shall finish this letter with a description of the two wonderful mausoleums which constitute the chief superiority of Agra over Delhi. One was erected by Jehan-guyre [sic] in honour of his father Ekbar; and Chah-Jehan raised the other to the memory of his wife Tage Mehale, that extraordinary and celebrated beauty, of whom her husband was so enamoured it is said that he was constant to her during life, and at her death was so affected as nearly to follow her to the grave" [1]. |
