J&K has Jammu and Srinagar. Maharashtra has a sham arrangement of calling Nagpur a second capital just to make the people of Vidarbha not to press their demand for a separate state. Karnataka is planning a second capital in Belgaum to silence the Marathi speaking people living there who want to join the state of Maharashtra. Some states like Tamil Nadu have located a High Court Branch in another city (Madurai in Tamil Nadu) which has been very useful for the people.

I think the capital is Kashmir throughout the summer and Jammu throughout Winter.. and this concept is because, Kashmir is mostly inaccessible in Winter, as such Jammu is operative as the capital for all affairs of the state during Winter
