It serves as the capital of two states: Punjab and Haryana. However, administratively, the city is not under the jurisdiction of either state, it is administered by the Centre government and hence classified as a union territory. The Governor of the Punjab is the Administrator of Chandigarh.

Chandigarh is a Union Territory...not belonging to any state. Its close to Punjab and Haryana. There is extremely heavy security there and its a different city in itself compared to teh rest of the cities in India. Hope this helps!!!
