If you pre-decide going by the normal season conditions, none of them. You may go to Mount Abu-Udaipur in Rajasthan. Mount Abu would give you the feel of a hill station where as Udaipur is a nice place to relax and tour an altogether different locations- topography.
A lot depends on your interests.

it will be raining all the way - the conveniant place however is nainital - from delhi you can go to haldwani and take the share jeeps - maruti omni`s.
shimla and manali will ave too many landslides.try almora also from there
