Do you mean the "traffic" signals as in lights?

If so then a simple explanation is that trains are very heavy and take much longer to stop (especially freight trains) than cars.

Trains cannot move around obstacles so they must have clear and accurate advance warnings of track conditions.

Many trains travel on track segments. These segments are carefully monitored so that emergency measures can be utilized if a problem should arise.

Red signal means come to a full stop before reaching the signal

Green signal means proceed you are cleared to enter this block of track

Yellow means be prepared to stop at the next signal

In a vehicle you drive you give the supreme command and decide whom to bang and when to go safe.

In a train the control is from the control room who decides the movement of the train.
