it depends upon the people who do like this... there is no prob in delhi but people made it like this in the name of castism, religion etc etc and the main reason is that it is hub for politicians...
so u can imagine.. and judge urself... the conditon even i heard tht girls don't go outside the home after 6 pm...:(:( shame on delhi..

Delhi is capital of Hindustan.Basically natives of this country are very cultured.Only the problem is of the invaders grabbing Delhi from time to time especially from 1050 because they are cultureless peoples from deserts and does not have any culture. They are not honest with this country. They are selfish & just robbed this country unable to learn culture of this devine land.Their tendency reflects if each of their act. They are staying/ruling Delhi legally/illegaly for minimum last 950-1000 years & unfortunately your interaction must be with some of the heirs of monsters from desert.

Delhi is a vacuum melting pot, where junk from all over the world is sucked in.

crime rate in Delhi would probably be the same like in any other big cities in the world. its just that being the capital of the country with all the politicians residing there, more attention it catches when some problems occur.

No doubt the crime rate in Delhi is too high.Reason behind is there are many borders and the culprits change over the territory of one state to the other so as to dodge the police of that state. The residents of Delhi are more or less polite,I do not agree that they speak like monsters.

no no u r not right ! mumbai crime rate is more than Delhi . and Delhi is capital so there are always fear of terrorist attack .
and above one is comparing the Delhi to Islamabad .what the hell is this because no terrorist is going to attack own home .

It's a good question but
one: I am not really expert on anthropology et al.
two: it really requires a bigger discussion board than the likes of Yahoo Answer.

However, I feel the answer may lie in cross-examining in other big capitals of the world vis-a-vis smaller countries' capitals and comparing their situation with Delhi's might give us some ideas.
For example, Washington D.C and Islamabad are also capitals where most of the politicians and jurisdiction would reside but they are relatively at more peace than not only Delhi but let's say Los Angeles and Karachi (respectively for both countries) where crime rate and unease is more.
