There was an accident in 80s. When a group of student from a local school were at the top there was a power failure. The students panicked and started running down through narrow and dark stairs which caused many death.
Since after that accident its closed for going to the top.

As Delhi has the most diabetic patients and also has a high rate of tension and growing number of suicides and attempt to suicide cases are growing.
The Govt. Of India does not want to make Delhi a capital of suicide. Previous Govts. Knows the fact about the high rises, that is why they never approved high buildings in Delhi.
present Govts also followed the same and never gave permission. Instead they approved high rises to be built in sattelite cities.
That is why Govt of India never allows people to go to the top of the Qutub.
