Don't jump to conclusions after visiting just ONE railway station in Mumbai and judge the whole country!!
Go visit some backlanes in New York City and you will find them as unclean as the Mumbai railway station. So, it is not the race or the religion. It is people's attitude. India a huge developing nation with crowded cities. The country has its own unique problems in the upkeep and maintenance of cleanliness and proper sanitation in many of its cities and towns. The PM and the President have tons of problems to deal with. It is the relevant ministers and officials (of the local city and town councils) who have to buck up and change the attitude of the masses. A lot of education and awareness campaigns could do the job.

bcoz most of them r not ethically educated,they donot care abt others.Being an Indian myself I do accept this happens here.There is no rule or laws to stop such mess.Smoking is ban in public places in most of the metropolitan cities in INDIA but how many stick to these laws.
U cannot blame people for this becoz they are not properly aware abt its ill effects.
