Anyone ever stay in Limerick, Ireland? Hotels? Is it dirty?

I'm planning to stay at a hotel in Limerick, Ireland while visiting the Cliffs of Moher. Travel guide books suggest it is dirty and not a good place for tourists to stay. Is this true? I need a city close to the Cliffs that is big enough to have a rent-a-car and hotel.
