Are FAS and H.S.E (Health Board) employee's classified as Government workers?

My parents are retiring and had thought of moving to Spain or France. I have found that Government workers are entitled to tax breaks in some other European Countries if you have been a Government worker. I just can't get a definite answer as to if they are actual Government workers or state employee's

Also, what is the difference between gov .employee's and state employed?

I believe we have just the 2 type of workers here, you are either in the Private sector or the Public sector.
Your parents definitely fall into the public sector as the State or one of it's agencies pays their salary and that salary in turn comes from the taxpayer's money.
So in theory they are Government workers, as are about 40% of all employees in this country.
The only way to find out for definite is to contact the foreign countries embassy and see what they say.

I am not sure what is FAS or HSE.
Usually a federal government employee is referred to as Government Employee - the location of the work place does not have to be Washington, D.C. It could be anywhere in the country. Also embassy staff abroad will also be considered federal employees.
The state has its own government - why some laws differ from state to state. The state university employees, the state AG's employees etc. are all considered state employees.
There are city governments and workers for city water works, etc. are considered city employees.
