You could do a general arts/social sciences degree in any university in Ireland and then go to the UK to do a one-year conversion postgrad with teaching practice. A friend of mine did this and is now teaching full-time in a primary school (her first degree was in sociology). She just had to take an add-on exam in Irish and that was her qualified.

What do you mean ?
There is more than one way to do primary teaching.
You could do a three year arts degree in any college in ireland, then do the one year post grad in primary education(St pats, Mary I , Hibernia) (as long as you have honors irish , would be an advantage to have irish in your arts degree)
I think you are talking about the degree in Primary education which is three years on its own, option 1 is the easiest route i would avoid england for the post grad as you have to do a competancy test in irish.
As long as your irish is good you should have no bother as interviews for schools are conducted in part through irish |
