It depends what aspect of Target you're looking for. Dunnes has clothes, food etc all under one roof (http://www.dunnesstores.ie/) so if you mean that mix, it might be your best bet. It's organised into levels, e.g. food, clothes, homewear. Tesco has food and clothes, and the clothes are even cheaper than Dunnes, so that might be better for you, if you're looking for the traditional Target bargains. They also sell music, etc, pretty cheap. Penny's is also very cheap for clothes e.g. underwear for a couple euro.
TK Maxx, which several other answers refer to, is the same as your TJ Maxx, to give you an idea; LIDL and ALDI sell really cheap food.
But on the whole I'd say get your Target bargains when you're home, or online - almost everything you buy will be cheaper in the US than in Ireland!

No. I know quite a few ex-pats in Ireland who wish that there were Targets there. You can try Tesco, have attached a link.

Tk Maxx is about the closest you'll find. You can find anything you want in Ireland you just have to know where to look but you will find it hard to find as much of an assortment under one roof as you would find at Target or Walmart
