No, your friend needs to phone 011 353 then your number without the zero of the area code.
eg. if your number is 01 2345678, your friend will need to dial:
011 353 1 2345678
If it's going to be a regular thing you should both invest in a set of VOIP headsets and register with Skype or something similar. It'll save you a fortune.
