I'm going to Ireland in the summer possibly to live, and I was wondering can I get a job in a Restaurant, Hotel, Department stores, etc. without having a work permit, visa, etc. within my first 90 days? I'm an American

Any job where you dont have to pay tax you will be ok!!

I think you need to secure your job first, and have a letter from your employer to present to the Alien Registration police department when you arrive, and you should be able to work while this is being processed. However, contact your nearest Irish Embassy to find out for sure.
