Yes but to drive in a country other that your own you have to be over 21

Yes, as long as you drive on the right side of the road. Sorry, we mean the left side of the road.......

If you are renting a car and you are over 21 then yes you can. If you just want to drive a friends car then no. Their car car insurance is different to ours.

It shouldn't be a problem, valid license rental car fully taxed and insured you should be all right.

I believe it depends a little on state to state drivers licenses, but I've never had a problem renting a car in England. Been over a few times and never had a problem renting a car with a California DL.

Yes, of course if you are a tourist and have a rental car. I'm American and I've done it. If you live there you will need to do the paperwork to get a proper lic but that isn't such a big deal.

You shouldn't drive a family/friends car over there as if anything happens their insurance may not cover it - Stick to rentals.

Northern Ireland is part of the UK, so I would say yes.
Don't forget, we drive on the proper side of the road, the LEFT side.
