The common travel agreement applies to citizens of the Republic of Ireland and the UK.

My understanding of a residence permit is that it gives the right to reside & work in the Republic of Ireland but as far as travelling abroad is concerned, you are a citizen of your country of origin and if you are required to have a visa if it is necessary.

To be sure, I would contact the British Embassy in Dublin.

You could also give these guys a ring & see what they have to say:

Could you tell us why you think the Good Friday agreement would cover this? Movement of British & Irish citizens between the UK & the Republic of Ireland is governed by the Ireland Act 1949 in Great Britain and a similar act in the Republic.
