if your from outside the EU and working in The UK on a UK work permit you cant in the republic of Ireland

No such place as Southern Ireland dear. It's the Republic of Ireland, and because it's a different state, you can't.

No - but you can work in Northern Ireland. The Republic has nothing to do with UK.

If the work permit is specific to the UK, then the answer is no; the south of Ireland is not part of the UK; it is a separate country. But if the work permit is for the EU (European Union), you might be able to, but I would imagine it has limitations--for example, that you can only work within the kingdoms of England, Scotland, or Wales.

The Republic Of Ireland is a seperate jurasdiction and has nothing to do with the laws in UK so you have to get a seperate work permit for here
