It depends on your NATIONALITY. Use the site below to find out. Enter your nationality ...the country your passport is from.. Then, IF you are legal permanent resident of Germany, enter that you are an alien resident of Germany. then , enter Ireland as your destination and click for the info. IF it tells you that you need a visa, you must contact the embassy of Ireland in germany to apply for a visa.

Contact the Irish Embassy in Germany and ask them. Much better than trying to figure out the right answer given by people who haven't even read your question properly.

You do not need a Visa because Ireland is a EU country, but you do need a passport to get out of the US.

Do you intend to visit North or Southern Ireland?

If you have an European passport, then its correct to say no
visa required for temporary visits.

However, a German wouldn't need a residential permit for Germany, so I guess you are not from there originally.
