i like to think stairs go down when you are on the ground as they seem intimidating and tall but they go up when you are on the top step as they are all leading UP to you:D

Stairs of course stay where they are. You can go up them or down them. In common English people say the stairs lead down the basement for example. But you wouldn't say the stairs go down anyway.

For fun ask people you are with what is a spiral staircase. Most people wiggle their finger around in an upwards motion! You can then ask them what is a helter skelter and see if they do it the other way!

isnt this one of those cup half full or half empty things...
i'd say that it depends which direction ur travelling in. If ur headed down then the stairs go down, otherwise if ur headed up, the stairs go up. Generally if your not going anywhere, then from the ground floor up, the stairs go up and from the ground floor down the stairs go down...

by the way about the cup thing it depends on whether ur filling it up or drinking from it...if ur filling it up its half full cos the aim is to completely fill the cup. if ur drinking from it its half empty cos the aim is to completely empty it.

They go up to the second floor (and up from there) and they go down to the basement. Start at street level and take it from there.
