I have a friend who comes from Pakistan and is a student at university in England and has an ordinary Pakistani passport. He has a visa for the UK, would he need to get a visa to go to the Republic of Ireland for the weekend?

As long as you are in a European Union country, you can travel between other EU countries without a visa. Happy travelling!

The answer to you question depends on your nationality. It is not true that, once in a European Union country, you can then travel freely to any other EU nation. This applies only to those countries that have implemented the Schegnen Agreement. Neither the United Kingdom nor the Republic of Ireland participates in the scheme and thus both continue to set their own border crossing (entry) requirements.
