I hold both a UK Provisional and an Irish Full License, which obviously used to be a provisional.
The steps are pretty much the same. In Ireland, get the form at your local tax office (or call or go online to the Citizens Advice), fill it in and bring back to the office with the fee, ID and signed passport photos.
In the UK, you can get the form at the post office. If you bring it back, they will check it for you and send it off.
Its really simple, and very handy, as you can have both together, and therefore drive in both countries, as you will find you might need to!

They are getting strick here about probisional licence but the waiting list for testing has come down a lot. I don't think there is much difference to be honest. If applying in Ireland you can get the form from the Garda station.

Yes, as the others have said do it in the UK getting harder and harder here, and there is a massive waiting list for tests.
