The Good Friday Agreement didn't happen until 1998, following the ceasefire of '97, so that won't help you much.
The 1994 ceasefire came about mainly through the work of John Hume, leader of the SDLP, who had been having private negotiations with the Sinn Fein leadership since the late 80s in the hopes of securing peace, and with the British govt in the hopes of bringing them to the negotiating table before complete decommisioning by the IRA. In 1993, the Downing Street Declaration was signed by John Major and Albert Reynolds, a declaration that argued for self-determination on the basis of consensus for all the people of Ireland. This was a major change in the approaches of both the UK and Republic of Ireland governments to NI policy, which basically opened the way to multi-party talks and the peace process as we know it.
This ceasefire did not hold, however, lasting only 17 months. In Feb '96 the IRA planted a bomb in Canary Wharf, London, killing two and injurying over 100. |

Mo Molam, bless her, got shirty with those bloody men on both sides and MADE them come together and talk out their differences. She was instrumental in making them see sense. |

The main unrecognised factor was the dominance of the UDA. Previously the IRA could murder anyone and it was accepted by the British government. Around this time the UDA decided on a tit for tat policy. Everytime the IRA murdered a civilian the UDA would kill five IRA murderers. The IRA realising their murder campaign was not working called a ceasefire and eventually in 1998 surrendered completley. The UDA later recognising the end of the IRA also then stopped their defensive campaign as their formation was no longer necessary,. |
