There are many European countries that do not have their own YA site. The sites are based on participation from those countries and also the relationship with groups already represented. Although Ireland is not part of the UK, they share English as a language and a guess would be that Yahoo as a business unit in Ireland is part of the UK Yahoo unit. I would suspect a Swiss and similar countries are coverd by the French, German, and Italian units. Participation is going to be the biggest factor.
