Under the Irish Nationality and Citizenship Acts, 1956 to 2004, a person who was born outside Ireland is automatically an Irish citizen by descent if one of that person's parents (or grandparents) was an Irish citizen who was born in Ireland.
Otherwise you must apply for a work visa or permit and live here for 5 years before you can apply or work in Ireland.

To get a work visa you must obtain a profession for the following professions:
Architect
Medical profession
IT professional

A work Permit will cost you between €500- €1500 depending on how long it is for (max of three years)
You can only get a work permit if an employer hires you and applies for one for you, that employer must show reason on that application to the govt why you, an american... are more qualified for the position than an Irish citizen or someone who is part of the EU.
Or for Jobs with an annual salary of €30,000 or more.

This is all assuming you are coming from outside of the EU, if you come from Inside the EU it's simply a case of living and working for a set period of time then you are eligible to apply for Irish Citizenship.

If you give us an idea of your circumstances, it will be easier to give you an answer. Are you for instance a foreign national resident in the Republic of Ireland or are you planning to come to the Republic from another country but have some claim through a parent or grandparent?
