Where do you live? You can get an Irish passport through going to any post office in southern Ireland and you can also apply by post. I am Northern Irish and live in the UK and I sent off for mine via post.
I would get in touch with your local Irish Embassy and they will be able to give you all the information from there.
Happy passport hunting, :D

I was born in England and now living in Donegal in the republic of Ireland for some time now. Both my parents are Irish. I am applying for a passport for the first time. I got forms from the local Garda Barracks. There are two types of passports. Born in Ireland or settled in Ireland, because I was born in England I got the forms for a passort for settled in Ireland. I have to fill them out and the gardai fills out part of it. You also need two passport photographs. You get a special express envelope in the post office to send off in. It takes 10 working days. If parents are Irish their birth certificates and marriage certificates shoud be enclosed also along with your own birth certificate and marriage one if applicable. All certificates will be returned to you.
