I don't believe any answers to date have been accurate. Since you posted this question in Dublin, Ireland, you need to get in contact with the Irish Defense forces (website below). The service responsible for protecting the coast is the Air Corps; according to Wiki

the Air Corps also provide costal protection in peace times (typically intercepting illegal fishing, etc). The link below has contact details for the Air Corps. I understand that competition for places is fierce but wish you all the very best in your quest!

I think that air-sea rescue is run by the coast guard service, so You would have to apply to them to see if they have any training vacancies. The fleet air arm of the navy also does air sea rescue, have you thought of joining that branch of the navy? If you call in at one of the Navy recruitment branches in your town, they will be able to give you details.
