Well there are plenty of jobs over here at the moment. I suppose it depends on what you want to do. For example for some professions you may need to do certain exams to be qualified over here. To find a job search for recruitment companies in the area you want to work on http://www.goldenpages.ie and call them up.

It's a case of qualifications versus nationality. By law, if an employer needs someone with specific qualifications, he/she is supposed to look for a national of his/her own country first. If there is no suitably qualified local national available, then the prospective employer looks at EU nationals for their availability and qualifications. Only if there are no EU nationals with suitable qualifications available, then can an EU-based company look further afield.

The thing is, EU nationals such as Polish, Czech, Slovak, etc, (yes, these are now EU nationals), are much cheaper than Irish, and probably much cheaper than Americans too.

It depends on whether you can get a work visa in Ireland if you only have USA citizenship. If you have Irish or UK citizenship you have the right to abode and work in Ireland. Jobs are fairly plentiful so long as you can get the right visa. Check with the local Irish consulate to check on work visas if you land a job offer in Ireland and are not an Irish or UK citizen.
There are also many employment advantages given to most citizens of EU countries, so if you have an Italian, Greek, etc. passport, you're probably in business.

Depending on the qualifications a person has, it is relatively easy to re - locate to the Republic of Ireland, if you are a doctor, or a lecturer or a highly qualified person - then you will be welcomed with open arms, by the powers that be. Contact the Irish Embassy in your locality, and they will outline the criteria for success in this venture. Irish Embassies are located in many major cities worldwide, you can check it out on the internet. Hope I've been some help, good luck, Ireland is a beautiful little country, ( I'm biased, I was born there) and it is nice, but expensive, to live there.
