Depends what you mean by 'immigrants'. If they're EU citizens they're perfectly entitled to be here.....

There are about 400,000 foreign nationals, about 10%
I'd like that to stay the same % but grow equally with the population.

I don't think you can have too many or too few it depends on what sort are coming. The majority I know, I like, and they contribute to the country.

The highest population of non irish nationals are actually brittish however being EU ciitizens they are entitled to be here.
