A letter weighing one ounce or less from anywhere in the United States to any country in the world outside North America costs 84 cents to mail. If your invitations cost 39 cents to mail in the U.S., then 84 cents is correct for international. If they cost 63 cents (the 1-2 ounce rate) for the ones to U.S. addresses, then the rate to foreign addresses is $1.65.

As of today, for an average weight letter, postage is 84 cents.

Just go to the post office. They'll stamp it correctly.

None if you use E-mail.

As far as I know, postage is determined by weight not distance. Thus, I would guess the regular first class .39 stamp would do it. If you are still in doubt, call your local post office.
