Cheapest will be 48p to Eire or normal first and second class for Northern Ireland. Weight and dimensions applicable

It is not legal to use a stamp which says "1st Class" on a postal package which will traverse international borders. Make sure you use a stamp with a monetery denomination on it.
If, however, you are sending the package to someone in Northern Ireland then you can use a 1st Class stamp.

You will have to take it to the post office and get it weighed
if it is a card or letter , not much.

Take it into the post office ,ask them to send it by air mail or if its bigger than a normal letter (envelope ) thay will weight it .

It depends on the size and weight of the letter. A standard card (i.e. Christmas card) you would only need one standard, if its A4, its best to consult the post office.
